Should the government increase or decrease the amount of temporary work visas given to high-skilled immigrant workers?
Leave it as it is but work to prepare citizens for these jobs. The number should only be decreased if the economy can handle it.

Should non-violent prisoners be released from jail in order to reduce overcrowding?
Maybe a new kind of center could be built as a sort of transition stage for those people. Maybe they could be given skills training?

It depends on the context. It should probably be managed, to avoid designer babies, but I think that might be better left to an international group.
